That would actually increase the effect of the punch. I don't think his hand hurts anymore, I think it just doesn't work properly. Though it's possible it will hurt more afterwards. However, the strength will come from his left arm and shoulder which are still probably stronger than his right arm and shoulder. Unless his hand was really a problem, he would probably still golf and swing a bat like a left-hander (Ha! In Ho golfing!). I'll have to go back and see if there are any instances of him writing with his right hand. That would be very hard to do.
It depends on what's wrong with it. I really wish we knew more. I can't remember if he was shown writing with it, but he couldn't hold an eating utensil and wasn't able to grab things (so most likely he writes with his right. It's not impossible, because left-handedness can be "corrected" although it's easier for children than adults) and he also cannot play piano anymore. Considering that, there are three possibilities: joint damage, nerve damage, or muscle damage. Joint damage would most likely be medically/surgically corrected at the time of the injury and since he can still move his fingers around, nerve damage is a bit of a stretch. That leaves muscle damage. His left shoulder cannot be stronger in this situation because we are born with equally capable muscles in both arms regardless of the dominance. What makes your dominant arm stronger is the fact that you use it more, so the muscles are slightly stronger after years of stronger pressure on the arm. If he couldn't use his left arm as a dominant one after the injury, it deteriorated along with the shoulder. Not only that but in order to punch someone correctly, shoulder is only used for speed and power, but the wrist is the core protected by the flex of the metacarpal and phalangeal bones. And most likely that where his major problem lies. In boxing and martial arts they always teach how to fold your hand correctly in order to withstand instant pressure. A good example would be if you hold your hand in a freezing water and then try to write with it or hold objects, you will notice how hard that would be and if at that time you try to punch someone/something, not only do you risk damaging your hand and fingers but you also risk braking your wrist. If you can't flex the muscles of the hand correctly, no matter how strong the punch is, it will hurt you more than the person you are punching.
I hope I'm wrong about this, though, and instead In Ho punches the stupid out of Young Gon. I don't want him to get hurt because of that jerk. Although.... it would be nice to see Sul worry and try to help injured In Ho; Trying to take him to a hospital; In Ho refusing (as all men do. seriously, what's up with men and medical treatments???); Sul rushing to a pharmacy; treating his hand; moonlight with candle light; slow music in the backg... ok, I'll stop now
